I just bought a set of steel chrome plated rims and there is some severe build up of rust on them. I tried mothers and it is taking the little stuff off but not the thicker build up. This led me to using zephyr 40 compund which seems like it is doing a little more but just not doing the trick. The rust is laughing at the steel wool and my buffing pad on a high rpm wheel. Does anyone know of a better compound or acid to take care of my issue?

I've used rubbing compound on crusty stuff I've had. It may not get it perfect, but it will be better.
