There are some tractors with things like that behind the museum in valdez alaska. I think they used them over traditional tractors since they maneuvered in the snow better.

I believe those things were almost a necessity in the central lower siberia area ( where that mud road is in Yakusk) because tracked vehicles and even very large tired vehicles kept getting stuck in the soft permafrost.
