Not sure, but I know how to make it your desktop. Right click on the desktop, click properties, click desktop tab, then click customize desktop, click the web tab, click new, put the URL for the site in that box, click ok and it should sync, and then a little box should come up with the national debt. Scroll up to it and maximize it and there you go. At least that's what I did.
