97 XJ Hood wont open

I got a 97 XJ that no matter how hard i pull on the hood release it will not open. I reached up through the bottom of the engine compartment and could reach the bar the goes from latch to latch and cant make that move to release it either. Any ideas would be great bc i REALLY dont want to cut my hood open....i have another hood but not another green one.

When You pull it have someone bang on the front corners of the hood. it worked for Me. I used to have one side that would stick all the time
