The fuel in the ground(tanks) the store has purchased was bought at a fixed price, as the price for fuel to replace what is in the tanks goes up, so does the price charged. The store has to charge the price necessary to replace what it is selling or the tanks go dry with no money to refill them. As the price of fuel drops the store still has the expensive fuel in the ground they need to sell even though the replacement cost will be lower, when the replacement fuel is delivered the price will reflect that cost.
