Default Boat windshield frame paint?

was wondering if anyone could help, my mom has been trying to find a decent paint to paint the windsheild frame on her boat. the original paint was almost like a plastic coating and was white. just curious if anyone had any suggestions as what would be a could solution

not sure if it was poweder coated if it was it was a very sad excuse for poweder coating. just from the sun and heat it started to crack then wind would make it flake off.. it came on it straight from the factory. its a 1995 wellcraft

Is it worth removing the windshield, stripping the frame, and have it powder coated?
