Default ORV pass question

Can an out of state person get one? Kmart told me no, and It doesn't sound right to me.

orv or state park sticker?

they both should be available to an out of stater.

the orv shouldn't be anymore.

the state park sticker will be.

OK I ended up buying it for my buddy, I think the lady at kmart was just retarded.
