Vacuum Leak

I had my buggy idling last night while I worked on a few things and noticed an intermittent whistle that sounded kind of odd.... I traced it back to the carb (quadrajet - left side facing the front of the vehicle). Looks like there's supposed to be a nipple (:tonka:) there that is broken off flush. What's the best/quickest way to plug this sans drilling/tapping?

edit: This means I should probably redo the timing as well?
