Default 2001 Powerstroke Electrical Issue

Anyone run into this, my boss has a 2001 Excursion with a 7.3 and it has a gremlin inside. It has dual batteries, one is new and the other is a year or so old. Both check to be good when load tested. Sometimes the blower motor stays on constantly, the batteries die here and there, Now the horn blows intermittantly (no pattern)... Looking for any info... Thanks

He took it to dealer they said it had so many codes it shouldn't even run. tey wanted 150 an hour to diagnose. I realized after I posted this that many of these symptoms I ran into on the heavy truck hotline and since he has cleaned up grounds and replaced batteries, so far so good... lol

Alot of the electrical problems on these trucks are due to the Gem Module getting moisture in it some how. Usually from a leaking Windshield.

The GEM Module is located under the dash on the driverside of the truck.
