No. The original bill had the January 29th date, but the version which was passed by the senate and eventually became law said January 15th.

All Republicans should vote for Hillary. The current thinking is that if Hillary wins, McCain will beat her. If Obama wins, he will beat McCain as well. Voting for Hillary may be the only chance of a Republican president.
