Default sticky brakes

ok my rear drum brakes stick in the morning -- is that just because it is so cold out that they are freezing up or is there something else wrong -- it has brand new drums and shoes and also wheel cylinders on it

ussally the drums stick or grab because they get wet or condinsate inside. also if the shoes wear to "fit" the drum. good shoes do not "fit". they rock when set in the drum. so if the shoes don't rock in the drum they are cut wrong. also you could have left greasy finger prints all over them. that in itself will ruin pads & shoes by making hot spots where they grab on the shoe and tear out chunks of material. clean with brake cleaner if you suspect this and don't be shy with it.
