c'mon those bumpers have to be a joke. did he cut those clevis mounts with an angle grinder. if you are going to do this at least outsource the parts you cannot make inhouse cleanly. those pictures don't even relate to "quality" all I can say about those things is they are totally backyard fab that looks backyard. I would hate to be present when those tabs tear off. the welds look like he tried making multiple passes with a 110 unit.
