It's locked up in the carrier, out of the axel....this is normal?

If you can move them by hand the frictions are wore out. If you are jacking up one tire off the ground and using "force" you can get it to spin but is still good. If it spins like and open than it is worn out and now an open carrier.

you shouldn't be able to move them out of the axle with it on a work bench.
