Default Swing out tire carrier

Currently am welding a rear xj bumper for a 99. Using 2x5x3/16 tubing, Anyone with a great idea for the spindle and sleeve to weld a carrier on top. Just looking for anyone who has found an easy way or genius way to do this without throwing a ton of money away.

I used that too. I am completing my swingout tomorrow, tested it out w/ tire and hi lift and me on it and no sagging problems. I welded mine top and bottom to 2 - 3/4" steel plates, so it should not be going anywhere anytime soon.
