Here's some info one of the guys from our UP site got from a couple of DNR officials down in Norway, southwest end of the UP.

You can drive on ALL 2 track ROADS keyword here is ROADS in the UP that are open to the public. If there is vegetation on what you consider a road it is not. A skidder trail from loggers is not a road. If you find a road that is under water or there is a big mud hole where a CONVENTIONAL 4X4 can not make it through, they do not want off roaders going in there with huge tires making the road impassible for forest service, DNR, or fire fighting equipment and crew.
Forestry is sub. by the Feds and they come out to inspect. When they see roads, and areas out of bounds for ORV's all tore up and trails around baricades it is a strike against the state and big $$$$ is at stake. With that being said, the DNR is protecting the interest of the state to make sure that the funding is not at risk, due to ORV and off roaders. I asked them if a 4x4 with 38" tires Detroit lockers was a suitable rig to drive OFF ROADING in the UP.....................The answer was: would be OVERKILL for offroading Legally on public or state land

As it has been said throughout this thread, OFF ROADING by an OFF ROADERS defination is illegal in the UP. While the DNR's defination it is perfectly legal.............................provided you do not tear it up.

Good information to have, and you did go into some definitions...the only problem is I generally wouldn't want to call the DNR to come out and tell me if the road I'm looking at is "open to the public" or not.

Working on a map set-up.
