I only sent him a link to the youtube vid and that seemed to be fine. Not the embed code, the actual url link to the video.

Most of the time, you would not be able to send the actual video file via email because of size limitations. Gmail has one of the larger limits on email attachments at 25gb, and most decent looking video files will be larger than that.

As a Licensed Professional Civil Engineer, I would be more than willing to help with the sight plan, permits, or construction administration. I oversee between 2 and 7 million dollars a year in Federal, State, and local construction projects. I have worked on everything from Lowes Stores to bike trails and grant projects from FHWA. I would love to donate my time and experience to help get this up and running.
