Why do they have to send a check, why cant they digitally transfer money to bank accounts? Seems to be a cheaper and more efficient way to me, then trying to keep the USPS alive by sending scrap metal checks or debit cards by mail.

Given the rampant scrappers in Detroit, it's hopefully a way to slow them down. Friend's Dad worked for Detroit Electrical dept and would talk about how they would strip the high power poles that were worth thousands for a few hundred in scrap copper. Hopefully this slows that down.

How about we just arrest the people who are stealing.

Its typical crap law. Its not going to stop thieves from steeling the stuff. They will just steel it and sell it to a middle man who will bring it in for the check.
All they did was create another market.

I think it it's a legitimate idea to help arrest the people stealing it. Look....by mailing a check you are creating a situation where someone has to show up to a physical location, be it the post office, a home, wherever to get the money.....if a bunch of stuff is stolen and yard doesn't catch it when it is dumped off but later realizes it you now have a second opportunity at the thieves by placing the checks destination under survalance.

I'm no LEO but that's my thought

You are more than likely right. Sad part is the scrap yards know they are buying stolen stuff, but for whatever reason, they can't seem to bust them.

At Padanos in GR, I had to register with a drivers license and I have to check-in with a thumbprint scanner. Seems silly to wait for a check. I think the legitimate scrap yards are already trying to minimize the purchase of stolen metal.

I like scanning the barcode and getting cash. If they mail me a check, my wife will know about my secret moneys...That sucks.

Padnos in Cadillac is the same, I'd guess it's their system.
Some of these"scrappers" do not have ID or an address nor bank accounts. They already get someone else to take in the scrap. Then there is that one guy at the yard they deal with. Another reason Padnos has camera's everywhere.
So the shady guys all go to Reed City or Clare. Some of these guy's worker harder to steal than if they had a 9-5.

Padnos started that ID system when people in charge of scrap pick up at manufacturing plants were "diverting" the funds into their own wallets rather than the corporate coffers............pick up 3 dumpsters and credit 2 to the company and one to the managers wallet.

Wife is a corporate accountant and she discovered this happening at her place of business
