Default 99 Cherokee Sport High Idle

I just bought a 99 Cherokee sport has high idle. i have replace the IAC ( idle Air Control) TPS ( throttle Position Sensor) And cleaned the Intake. Any advice?

check for vacuum leaks, and there is a adjustment screw on the throttle body that you can adjust.

Checked all vacuum leaks and intake leaks by spraying carb cleaner around intake rpms didn't go up or down and there's not a screw to adjust the idle

still dont control it. had a computer hooked up to it and i cant control the air in or air out. would the pcm be shorted out?
