95 dodge 2500 cummins fuel gauge

Ok so the fuel gauge in my truck is always either reading 1/2 or 3/4 of a tank or somewhere in between so far I have changed the fuel level sending unit, done continuity test with my multimeter and powerprobe, changed and tested the relay, cleaned all of the connectors, and searched for broken wires, has power and ground going to the level sender so I don't really know what else to do it has to be in the gauge

my gauge is busted on my 94. It has been stuck on 1/4 tank since i bought it.

I thought about hooking up a HF multimeter to the signal wire so I can check the ohms since they are all X ohms full to 0 ohms empty. IIRC
