Maybe but with the limited knowledge I have I can see all the popular Ford Raptors around with what 35" tires ? GM must have noticed so they came out with a " offroad truck " with what step bars , chrome emblems and custom seat covers ?
I've bought a new GM truck every two to four years since 1990 and I always thought they were behind on design. But what the hell do I know....

There are about on average 1,000 Raptors sold a month. They are a specialty vehicle, and start at $45k.

Between the Sierra/Silverado, over 550,000 have been sold this year with a starting price almost $20k less than the Raptor with a much different market.

In what regards are they behind in design?

I seemed to remember that the Sierra/Silverado combine is really the best selling truck, not the F150. Looks like that's not the case. But more interesting is look at the YTD sales on some of the other stuff.

Historically the GM trucks did outsell the Ford, as you said this is one of the first times I have looked and it wasn't the case.

You're surprised that the Ram only sells half as many as the GM's and Fords? How is that surprising? What I am surprised about is that the Ram sells as many as it does. Have you ever driven one for an extended period of time?

I guess design is a poor choice of words . If they would change just a few things they would grab a bigger market share.
I will always be a GM guy but Im jealous of Fords marketing. Fords fox body mustang is another example . When you went to the drag strip every other car was a mustang? If you wanted to race a camaro you had to deal with a the rear end design that didnt work. Then the next body design you had to drop the engine out the bottom.

OEMs don't design for the aftermarket. They design their vehicles to perform within a given price range, cost, competitiveness, and Federal regs. That's exactly why the aftermarket exists.

Lots of people come into the tire shop looking to put 285's on their trucks. Not possible on the gm's without modification, and on the 3/4 and 1 tons they need aftermarket wheels too.
