Well, that's some good news then. Does that mean they cannot impose penalties, including interest?

It says that they can impose penalties. I don't know if they consider interest a "penalty" or not. It doesn't say, but I'm sure it specifies if interest is considered a penalty somewhere in the tax code.

No, I'm not going to look through the tax code to find out.
