Hand winch is in the wrong position for a boat trailer, but that is what I thought at first.

Looks like it could be a small sailboat trailer.

Funny enough, I have a need for this, but don't have a place to put it. Been looking for something to start with in building a kayak and bike trailer. And, I THINK it's a sand rail trailer.

ITS a Buggy trailer. Saw one the other day, looks just like it, with a sand rail loaded.
