wheel and tire questions

Ok I have a set of 42-15-15 TSLs on those chrome plated steel wagon wheels, my first question is can those wheels be ground down and have weld on beadlocks installed on them? My second question is that 2 of my tires have some good rock rash on them and they won't hold air over night, can I safely tube the tires or do they have to be replaced, if I can tube them where do I get the tubes and what size do I need? Thank you everyone.
