1995 Dakota voltage drops as it warms

My 95 Dakota has started this problem where as the truck warms up, the charging voltage will drop. It will start at 14.6 and drop to 12.5 within 5-10 minutes.

Has new battery, alt, both battery cables, starter. The fusible links are good same with the fuses and no major draws on the wires.

I can not figure this out for the life of me and it is driving me insane. Any thoughts?

Mine is OBD 1 doesn't have one. Also has a new pcm.
