Default Breaking frozen ground

The water supply line to my house broke near the shut off valve and I need to fix it somehow. The city says I have to replace everything from the valve to the meter with copper so I have about a 25' run to dig out befor the line enters the house. I have a backhoe available but I need to figure out a way to break through the frost to get started. Any suggestions would be appreciated.

up here in the north, our city owns and is responsible for all waterlines right up to the meter, the house owner is only responsible for the water line after the city meter and the valve

Can you get a frost tooth for the backhoe? If the frost is less than 12" you can rip it with a backhoe if you take your time. Once you get a hole started your all set. Another thing I have done in the past is to use a concrete saw with a diamond blade to scar the area and it comes up pretty easy then.

The frost here is about 21-28" right now. Little deep for a backhoe, especially if it is wore out. Frost balls are hard on a backhoe as well.

There is a guy up here that rents ground heaters. That maybe a little cheaper than a busted backhoe......

Start digging where the leak is ground will be soft then just peal the frost layer back

frost pick attachment, take the back hoe bucket off and put a pick on, the back hoe will not go through any thing more than six inches.

I'm with XJCoupe find out who takes ownership of it then make them do it. If its you fine, but if its the city then why are you doing their work?
