Neither car is in the roadway either, so I don't see why they need the intersection closed anyway....what's the investigation going to prove that the first dead guy killed the other dead guy?

sometimes it's union contract, sometimes it's about response times for subsequent calls.

e.g. I know of a community where a engine/pumper is dispatched along with a medical unit to any motor vehicle accident - there's also a minimum staffing order in place for responses or anytime a truck rolls.

this way (so the chief explained to me) if for example a call comes in while they are already out on a call for something different, they don't have to return to the station to get different equipment when they split up.
