Default 92 Buick no right turn signal but left works?

1992 Buick Park Ave

Left turn indicator works as norrmal however when the control stock is moved into the right indicator position the turn indicator lights remain steady, ie do not flash. Fuse is good obviously, cant find the relay but I believe its under the dash. So relay or control stock is my question?

Sounds like a bad bulb. Turn it on and see which one don't work.

All exterior bulbs illuminate just do not 'flash.' The audible sound is only heard when the stock is in the left turn position. I keep leaning toward the stock as being bad but I wanted to check to make sure I didnt miss anything.

Check the bulbs for one twisted in the socket, or one with a bad ground wire. GM vehicles are designed to not flash to indicate a problem in the circuit on whichever side isn't flashing.

Do your 4 ways flash?

I am not sure on your application, but some of the older GM models have redundant flashers, one for each side or one for turns and one for hazards. If so try swapping them if the connections appear the same.

Another common GM issue is the multi function switch or "stalk". Sometimes you can mess with other functions on the switch, or the hazard switch/button and you can get them to flash. If so it is more than likely your multi function, but don't buy any parts till you have checked all your sockets and grounds. I have purchased my share of unnecessary parts and seen others as former parts guy in the past over bad grounds, loose connections, broken sockets, and bad bulbs.
