CC's right, the only part of the law that discusses it, is in relation to commercial vehicles.

You can look up Act 300 of 1949 on the Michigan Compiled Laws website to read more.

The MSP used to have a "ask an officer" email link. I had emailed this question and had 3-4 emails back and forth about it with an officer out of Lansing. Unfortunately, I can't find them. However, the bottom line is, there is NO requirement for a fender on a NON COMMERCIAL vehicle. However, you are responsible for any debris your vehicle throws.

There was the one time that our old Lemon-loving GL4x4 officer tried to state that the part of the law stating that you can't drive with the plies of the tires showing meant that you can't have tires sticking out. LOL.

I believe the law only applies to commercial vehicles, so you should be good.

It comes down to a manner of courtesy. You don't need to cover your wheels. You don't need mudflaps either. But tossing roost of water as you cruise down the highway or slush at the people behind you(when it actually snows) is just rude.
I am all for open wheels on a sunny day. But in bad weather on the roads cover up your wheels out of respect.
Who here has ever had to replace a windshield or a rear window due to open wheels at a bog cause some idiot decided to spray the row of trucks. It is expected in that atmosphere not on the roads. A few inches over is no real big most will get "caught" but situations where the wheel is sticking completely out from the body should either be covered or put on a trailer.

I have delt with this in court many tears ago. It is no more than 3 inches on 2wd. 4wd is no limit as long as you have Fender Flairs, The law dose not state how big the flair has to be though. I ran a CJ 5 with full size and 40's. When pulled over and impounded . I took it to court and won ,just by showing a picture in the owners manual with a body description and a arrow pointing at the front fender molding ,referring to it as a flair. Then to the factory rubber flairs on the rear. Then I had the law description and the Judge threw out the case and had the police deliver my Jeep back to me with NO charge, This happened twice before they left me alone.

The street legal days of the Metro. I was never hassled while driving the car in this configuration. I'm sure not driving like a retard helped keep the po po off my back.
