That goes both ways. Years ago I was involved in a union contract negotiation. We wanted to drop our non skilled pay from $14 to $10. But overall, we were offering from $10 to $22 based on skill. The union negotiators went out to the workforce and said "they are offering $10" but neglected to say it was for non skilled. The union voted to strike. It was only after someone actually saw the written proposal that the workforce settled down.

Moral of the story, none of us know all the details, right or wrong.

He is making a difference, keeping jobs, but saving the money the state doesn't have. You may "deserve" a raise, but if the state don't have money, its better to not get a raise, and have to pay part of your insurance, rather than lose your job.
