More power to them. If foreigners want to come to this country legally and contribute to the local economy, I cannot see an intelligent reason why anybody would want to stand in their way.

Southeast Michigan desperately needs to attract new residents and it sounds like the ones that this development would target would be higher educated folks potentially with some desirable and sought-after skills and would be much less of a strain on local coffers and resources than 400 seasonal workers in a trailer park a few months out of the year.

In general though, I would prefer to see the development occur as redevelopment in a blighted or declining area rather than more sprawl on an undeveloped greenfield.

How tightly can a developer regulate who moves in based on nationality, isn't that clearly a discrimination issue? Obviously there is nothing stopping them from marketing to Chinese only markets. Its something I've always wondered about, you see those 50+ only old folk communities and such. Or do discrimination laws not apply unlike as in job employment?

Deed restrictions and covenants restricting certain races from purchasing or living in the property are no longer legal. What would likely occur is that the developer would do basically zero marketing locally and only market in China are with a local Chinese-American Chamber of Commerce (or similar organization) if it exists. It could also be possible that if, for instance, the developer plans on building 200 houses, they might already have 200 buyers lined up and willing to fork over the cash immediately so there would basically be no need to do any marketing at all.

If a non-Chinese person wanted to purchase one of the homes, he would likely be competing with a foreign buyer who is willing to pay cash and has no need to wait for financing.

That area is a shit hole already. I used to live 2 minutes from this proposed site. The locals will NOT go for this. They don't even like white people that move there. If you aren't related to the forefathers, you are pond scum. London Township is a joke. The local government when I lived there was pathetic and ignored any and all laws that prevented the families in charge to do as they wished to do.

Cliff's Notes:
Investor already had Chinese purchasers for all the potential homes lined up and presold
After assembling and purchasing the land, investor discovered that receiving the visas wouldn't be as simple as they originally thought
Somebody on the investor's team didn't do their due diligence
Investor is now stuck with the land and will eventually do something with it (sell it off to somebody else, build something, or hold on to it as an investment)
