not fixed yet working on other vehicles
carb probably needs to be cleaned/rebuilt but it was running until today wont even stay running takes gas being held to the floor to start then with the gas held down it barely runs sounds like its chugging. could it be anything else?

It's a fuel delivery issue. Check supply, condition of fuel (water, varnish), and carb. Is it running rich or lean? Black smoke out the exhaust? Is choke plate still closed after warm up? When cold, does choke plate snap fully shut when you snap the throttle. Does choke plate open slightly when the cold engine starts? Does fuel appear to be pouring into the venturis when it's running? Does fuel continue to drip out of venturis after the engine shuts off?

Most likely you will need to rebuild the carb.

carb has been rebuilt. it is a thermoquad 9342s
carb now responds slow to throttle and wont rev up when put in drive/reverse also backfires sometimes once it revs up in neutral/park
choke plate opens when warm. fuel is pouring into the venturi and does not drip after running

choke plate opens slightly at start
choke plate doesn't snap but does move

went through the vacuum connected the solenoid valve at the rear and reconnected the EGR but theres nothing going to the thermal vacuum switch on the intake to the canister and the distributer is hooked to the front drivers side port, the vacuum amplifier is missing. but there are no ports on the carb open, both choke pulloffs are working.

have not checked timing but it was running before the carb needed the rebuild

I would do a fuel test. un hook the line from the carb and do a cranking fuel test. use a 2 liter pop bottle and a length of hose. crank for about 15 seconds and see how much it pumps. if it doesn't make about 16-32 oz in 15 seconds the pump is bad. if you watch it pump while some else cranks it you should see solid pushes of fuel from the line. if is its all foam and little fuel the line between the tank and carb could be sucking air. when my `84 did this it was a rotted sending unit. I would start there.

fuel pressure tester hooked inline right before the carb reads 5-7 psi hard to tell it was a fuel injection gauge
cold dry compression test show all cylinders have right around 100
coil primary and secondary test good
has spark at the plugs

if i put fuel in manually i notice theres some that leaks around the main throttle shaft is this carb toast or should i be able to get it to start and theres something else wrong

rebuilt a holley 4160 i had bought the intake and linkage adapter put it on adjusted it a little and it idles but but backfired through the carb when gas pedal is pushed fast and i dont think it has the valve protection and i didnt read about it until it was on the truck so i stopped bc i dont wanna blow the power valve out.
what would cause the backfire? it was warmed up choke all the way open

does it have a manual or automatic choke if its automatic it could be either seized up or just not working.....it sounds like it could be be the fuel pump or even timing whats it sound like when it does run?
