what is the best way to cut the housing?

I have done the last few with a cutting wheel on a grinder. Cut all the way around and then 2 cuts to cut it in half, knock it off with a hammer and chisel. Works great.

I usually go to the center of the spring pad or a touch farther.

Yup. I like to use a cut off wheel and cut it into 3 pieces or so. Makes it way easier to clean up with a grinder.
