Default Welding Service Recommendations

Like many of you, I've been fighting the good fight against rust on my vehicle (1989 YJ). Unfortunately, I've recently found that the frame at the rear, driver-side shackle is pretty compromised.

I've done enough searching to know that the weakened material can be cut out, and new steel be welded in. The issue therein lies with my welding capabilities. I do not have a 220v outlet in my detached garage to plug in the 220v welder that I also do not own. Some have claimed that it can be done with a 110v, but to each their own; I would not trust my hand with a 110v on a structural weld.

With that being said, can you guys recommend any welders near the Detroit area who would be willing to weld some prefabricated plates to repair this portion of the frame?
