Default shift linkage problem wont shift when started

okay when the key is on acc it will shift out of park in to r n d 3 2 1 but wont start in n. if i start it in park it will not shift out of park while its running. i have to put it in n and leave the key on acc then arch my starter to start it, then i can drive.

since you can't shift the column I have to ask is the tilt part loose and sloppy? if so that's most likely the cause.
secondly there's a rail your cam & column lock ride on and if its badly worn then it can jam.
if its as old as I think it is you may need to adjust the switch. switch is on top the column just about where your toes can reach. if you drop the knee blocker down then take the clip off the PRNDLE where it attaches to the column cover( its a metal clip with a string attached to pull the needle) it then allows you to remove the bolts on either side of the upper column mount. lower it down and then you can see the switch. if I remember right it takes a 8mm to loosen the adjusting bolts. once loose slide the switch up or down to reset the switch to a starting position.
also if the reverse lights don't work adjust the white switch at the bottom farther down the column.

Not sure what vehicle you are working on but most have a safety switch so the brake peddle has to be pressed before shifting out of park I have seen that fuse blow, aways check the simple first before disasemblling
