Cold pavement / salt dust. I've skated across pavement in that situation when it normally would have stuck. That's why early season riding is slooooooooooow in all curves. Glad you came out ok.

I've seen that type of bike on the freeways before. I was told either a.rider too weak to hold up the bike or a rider who is handicapped.
