stockton emailed me back. they can make a 16.5 inch rim with a 5 on 4.5 center.
i found a nice set of 12/35/16.5 bfg at's for super cheap, and was thinking of buying them.

the rims were 109 each in bare steel. not a horrible deal.

i could find decent used 16's and put them on my moabs for a similar price though.

summit has 16.5's for 5 on 5.5 in steel and aluminium.
spacers from 5 on 4.5 to 5 on 5.5 will make them fit.
it looked like the cheapest option to me.
or stockton custom wheels with any center for 109 ea.

or buy h1 double bead locks with 5 on 4.5 centers for more money.
