Default no heater control

Got a 85 bronco with really hot heat. Previous owner said truck was this way when he got it, even if you have heater control on cold it still blows super hot. Any ideas on why I can't adjust heat? Thanks

There is a control valve on the heater hoses near the fire wall. This could be broke, the cable could be broke leading to it, or the valve could have been eliminated as they were known to leak.

It may also be vacuum operated so you may have a broken vacuum line from the HVAC controls to the valve.
