Are the front axle u joints good? Sounds like that could be your problem.

That was going to be my next think to pull apart. I need to replace my hubs with manual ones to get rid of the crappy stock ones so I'll check them then.

exactly my thoughts, I have a 03 SD with a powerstroke in the shop right now that has this same issue. Lifted in the air I can't turn the wheel left to right the joints are so stiff. I had the same problem with my 97 f350. That got real interesting when I put it in 4wd and tried to turn .

If the steering box is adjusted too tight, the steering wheel will not "return to center" after turning. The name for this is "memory steer", generally caused by binding axle joints/ball joints or steering box adjusted too tight! I would guess the bouncing back and fourth is the axle joint bind when turned.
