Bowing to Republican political pressure and growing budget concerns, President Obama will announce a two-year pay freeze for civilian federal workers Monday, according to administration sources.

The freeze applies to all federal employees -- including civilian employees of the Defense Department, and will not impact step increases or bonuses for federal workers, according to sources.

Further details will be announced by Obama at 11:35 a.m., the White House said.

Obama signaled a willingness to consider pay and hiring freezes as a way to rein in government spending during an October interview with The Washington Post.

The administration had examined pay levels, "and the data we get back indicates that high-skilled workers in government are slightly underpaid. Lower-skilled workers are slightly overpaid relative to the private sector," Obama said.

"And that's not surprising," he added, "because it's a unionized workforce" in government, while the private sector typically is not.

"Government should have to tighten its belt as well. We need to do it in an intelligent way," Obama said in October. "We need to make sure we do things smarter, rather than just lopping something off arbitrarily without having thought it through."

Obama has already frozen the salaries of top White House officials and top political appointees. But freezing the salaries of all civilian workers is a much bolder step. It will also mean a big economic hit to the Washington region, home to more than 600,000 federal workers, making the federal government the region's dominant employer.

It's also in response to an increasing number of articles, etc... pointing out that the federal government has risen to be a preferred employer.

As wages and bennies in the private sector fell and jobs were eliminated, the government sector continued to see pay increases and job growth. The "traditional" model, where government jobs paid less but had more security and better bennies lapsed as they started having top-of-segment pay levels in many cases as well.

A simple market adjustment.

They have already nearly doubled the government pay scale for many employees. Fine time to put a "freeze" on raises.

Well, this really won't apply to unions, yet. This is something they will try to impose on federal unions when the contract negations start.

I'm not in a "Federal Union," but I am still union, and as I see it, we've been getting the shaft for quite a while (all during this "recession") while every body above me (in my government funded institution) has been getting some very substantial raises and bonuses. I'm extremely sick by it all. And I bet this next year that we need to set a new contract will be really messed up, especially with this new pay freeze policy.

it's fine but complete bullshit. this is an obvious attempt to raise approval of the administration. SUDDENLY he is concerned with spending. 2 years of spending like a crack whore with winning scratch off tickets and now he is worried. I assure you he is not worried about america, but about saving himself and his leninist party.
