I agree with that sentiment. The concept of passing new laws to make up for the lack of enforcement of existing laws is the type of logic that only makes sense to a bureaucrat. However, in this case, the state of AZ is making a case that they, as a sovereign state, and in accordance to the US Constitution conferred to the federal government the responsibility to protect their international border. The feds have proven either unable or unwilling to do exactly that, so AZ has said we will locally enforce federal statutes and then turn the offenders over to the feds for further legal action.

What I was driving at in my original comment, is that while we are discussing back and forth the technical details of the language of these particular bills, we are missing the point that the feds simply refuse to address this problem in any meaningful way. It is readily apparent that the current administration does not like the current immigration laws (not leftist enough for them it would seem), but unless the current laws are changed, legally, through the legislative process, they cannot simply decide not to enforce them because they do not accomplished some other political end.
