ram trailer brake control

1999 ram 3500 4x4 24v cummins. with or with out trailer wiring connected, when on the brake pedal, the brake control unit does not work. any ideas or common problems with these trucks that cause the brake control unit not to work or anything i can look towards?

Have you checked the fuses and relay's?

I've only ever had problems with the fuses, Due to Poor PO wiring.
My Teknosha P3 has acted up before if its not close to level.
