Default Dodge Ram 4wd

I have a 1997 Dodge Ram, and it wont lock into 4wd, the transfer case locks in, but the front axle does not. What would be the easiest way to check what is wrong? I am thinkin the actuator is bad, and if there is anyone close to Muskegon that has an actuator that will work, please let me know and give me the tprice and I will see if I can take it off your hands. Or would paying 100 bucks and getting a brand new one be better off? And if that doesent fix the problem, then where do I start to look?
