Default re-working my bumper, opinions?

the previous owner of my CJ put a hitch reciever in the front bumper. in order to make room between the crossmember, and bumper, he used some 1/2" plate to extend the bumper 2" passed the frame horns. long story short, I cut the extensions off. now I'm stuck with half a hitch reciever.

would you put a new reciever in, and sink it into the crossmember? somehow cut it all out, and plate the bumper? or maybe a better idea?
