Default Low idling / No DTC feedback

95 Geo Tracker 16v 1.6L 4x4 w/California emissions (pretty sure)

So 2 parter. #1 I've had the check engine lighting up from day one. I've gone through the book and the "kick fix" site that describes the procedures to get some flashes back, but still to no avail. Just sits there and never changes. I guess for the Cali editions the Check Engine light is supposed to light up on run (not cranked over though) to prove that the PCM works. Using paper clips and wires I've attempted grounding out just about every possible combination in the DTC port under the hood. Engine at running temp and engine cold. Disconnecting the battery to clear the code doesn't change the active light either. Am I missing some other part?

#2 and probably the cause of said active light is an extremely low idle. The truck'll run at a constant 500 to high 900 rpm level for the first 2 minutes. After warming up, the RPM will drop to just above dead at idle. It won't die, but will sit just above nothing. The headlights and interior lights will dim too. A friend of mine suggested it could be the upstream O2 sensor and that the check engine light will come on if it isn't changed after 125k (80k is the recommended replacement interval). I'm also lead to think its the O2 since after its initial warm up (just like heated O2's) it relies on the sensor to feed it info and not on a constant loop from the computer.

I'll probably throw this over on Suzuki-Forums too.
