Any race where the competitors are required to drive on public roadways would require a horn as it's required by law.

Yes, open public roads, like various rallys where the race cars go from course to course, but also have to drive the car between locations.

What about the LeMons race? Does that need a horn? I read the rules but not sure if a horn is needed or not.

How about the runs sponsored by GLFWDA. I'm pretty sure they require a horn. I know they require a parking brake.

At the rally races vehicles are required to have horns. They have to drive on public roads in between stages.
