Default OBD Testing

New to the tracker platform. Got a check engine light that's been on since I got 'er and I'm pretty sure it's got something to do with its idle (which sits a hair above 0) but doesn't stall. I've read it has something to do with grounding out service pins? Not 100% on where to start aside from in the usual OBD port under the dash.

Second little side problem is the cigarette lighter. It's on the same circuit as the radio, yet the radio works and the fuse on that line is good which leads me to believe its shorted somewhere. I don't know if this is a common issue, but I figured I'd ask if anyone else had a similar problem before I start pulling apart the dash.

if its OBD1 i beleive you can just stick a paper clip in A & B on the connector and count how many times the dash lights flash. then you cross reference that to a trouble code.
