Default Ford ignition switch issues. Common?

My neighbors have a 99 escort. The other day, it's sitting in the driveway screeching. The starter was engaging with the car running, and wouldn't disengage. I went over there and told them to quit fucking with it and turn it off.

Turning the key to the "on" position would engage the starter, and smoke was coming from the steering column. I knew it was the ignition switch, so I put a new one in for them.

Is this common in some Ford vehicles? I've never owned one.
