Default Lack of power steering

While wheeling Saturday started to lose power steering, very hard to turn to the left, could turn to the right. Have Rockwell 2.5 toploaders, 49 Irocs, hydro assist 10 inch stroke by 2 inch bore cylinder. Today swapped out PS pump, removed ram, filled rebled system. With weight off front tires turns lock to lock easy, can hear the pump whine. With front tires on the ground, it's like manual steering. Spoke to Matt at West Texas Off Road, says it could be the box or the ram. Have another box to swap, just need more opinions. Thank you for any and all help.
