Are you sure you don't just need new axle seals?

Or the correct ones? 28 sline vs 31 splines- same seals just leak like a bitch w/ smaller axles.....

Default axle

I am running the same axle with no backing plates and it does not leak. My son's leaks like yours and we figured out the bearing is pressed to far on the shaft and will not seal. You shouldn't need a backing plate to get a seal. The seal is created in the tube. I am not a 9 inch expert but this might help. If i'm wrong someone let me know.

Do you have ball bearings or tapered roller bearings?
