i dont think this right thus im ask i have both neutral and earth grounds going to ground bar

after the first means of disconnect all neutrals and grounds have to be separated. If service goes right from the meter to the main panel, then inside that panel all neutrals and grounds attach to the same bars. If you have a fuse able disconnect in between the meter and main panel, then you must isolate the neutral bar
